It is believed that education is basic to all development. According to John Dewey, life is development and that developing and growing is life. In the sphere of education, we can say that education is considered to aim at all-round development of the individual’s personality. Education in India has been considered as self-education which means a man making, life-building education by which the character of pupil is formed, strength of mind is increased and this education helps one to stand on his own feet, gives strength and courage during adverse time of life.

This is nothing but the all- round development of the individual’s personality. That is way man becomes man by education. Education is a process of man-making. Nothing is essential for helping an individual to realize the nature which is inherent in him. Hence, Education is necessary for all.

India is a democratic country. Education and Democracy are closely related. The ideal of Justice, Equality, Liberty and Fraternity are the four-fold ideal of the democracy. The ideal of equality. Liberty and Fraternity are the four-fold ideal of the democracy. The ideal of equality means all should get the opportunity to develop their personal resources to the full.

In-fact, education is to be employed as highly potential weapon in order to preserve democracy and propagate its high ideals. Democracy believes in essential dignity of all persons. A man is to be educated as man because of his human nature. Hence education becomes democratic arch. So education is felt essential for success of democracy, for improving productivity and for bringing about desirable change for social as well as national development.

“The destiny of India is being shaped in its classrooms.” Education inculcates civic and social responsibility. India is a land of diversities and in order to bring unity, education is an agent for emotional integration. We cannot do without any kind of education. Education is an essential factor of human development, h brings refinement in man. The advancement of civilization is very much influenced by the development in education.

It is now felt that world of peace, justice, freedom and equality for all, can be achieved through education. Thus, it can be said that education is extremely necessary for all. No good life is conceivable without education. Education is a basic human need. It promotes the intelligence of human being, develops his skill, enables him to be industrious and ensures his progress. Education also directs the undeveloped capacities, attitude, interest, urges and needs of the individual into desirable channels. The individual can change and modify his environment with the help of education according to his need.

Man has two aspects – biological and social. The social aspect of human being is maintained and transmitted by education. Education not only preserves and transmits the social elements from generation to generation, but also helps for the enrichment of culture. Education is a social necessity. It enables the individual to play his effective role in the society with the object of making it richer, better and more attractive.

In a democratic country, education is essential to all its citizens. Unless and until all the citizens are being educated, the democratic machinery cannot work properly. Realizing the importance of education in a democratic set up, the Indian Constitution in Article-45 declared, “The state shall endeavor to provide within a period of ten years from the commencement of this Constitution, free and compulsory education to all children until they complete the age of fourteen years.”

Determined efforts have been made by the Government since independence to achieve the goal. The Constitution of India writes for the provision of educational opportunities to all peoples of the country. Since education is one of the most important means for development, it is through education that one can aspire to achieve higher status, position and emolument. So every individual should have similar opportunities for getting education.

The individual has the capacity to learn, so the opportunities are to be equally available. It should and need not be identical. The authors in the book “Learning to Be” (P.72) has stated that, “equal access to education is only a necessary-not a sufficient condition for justice. Equal access is not equal opportunity. This must comprise equal chance of success.” So we may emphasize that the problem of equality of educational opportunities in Indian situation is a very formidable one…
