The department of Personnel, Administrative Reforms and Rajbhasha has asked different Government departments to contribute in updating the software with respect to employee details. Moreover, employees will be asked to update basic information concerning them through an interface that can be accessed by a login-id and password provided by respective departments. "Departments have been asked to update the software with hierarchy and designations of employees," said CB Prasad, an official of Personnel department.

Notably, the digitised information of state government employees stored in the state treasury has saved considerable time of the department of Personnel on the digitization process of the HRMS. Although the software is said to be ready it needs to be updated with service conditions and customization as per the needs of the State Government before implementation in government departments. "There are minor adjustments needed in the software necessitated by the different institutional setup in Jharkhand and the Himachal Pradesh from where the software has been implemented," maintained Prasad.

The customized application will be linked with its other applications relating to employee salary & PF databases, Aadhaar based attendance and so on. The software intends to cover about 2 lakh State Government employees in Jharkhand. In the first phase, it is likely to be implemented in the Departments of Human Resources Development, Health, Revenue & land Reforms, Drinking Water & Sanitation and Water Resources. As per reports, the HRMS Project with a duration of 2.5 years and has been approved at an estimated cost of Rs. 11.36 crores.

Incidentally, the software called "Manav Sampada" is an HRMS application developed by National Informatics Centre; Himachal Pradesh is touted as a breakthrough in the direction of efficient and effective human resource management in Government departments. The software enables decision makers in the departments to take right decisions at right time besides providing flip to manpower planning, recruitments, postings, promotion, transfer etc. The coveted system will also help in assessing skills of an employee.

The software is loaded with modules relating to manpower planning, recruitment, online creation of orders, appointment, transfer, promotion, dismissal, termination, penalty , online submission of annual property return and online assessment and storage of ACRs, e-service books, employee telephone directories, various services to citizens such as staff strength at particular institution, grievances et al.

The project is being spearheaded by department of IT and Personnel, Administrative Reforms & Rajbhasha.
