Kerala Institute of Local Administration (KILA), is an autonomous body strengthening democratic decentralisation. Ever since its establishment in 1990 the institute has been supporting local governments in a very pragmatic manner by conducting various capacity building and training activities, both for rural and urban local bodies. The Ministry of Panchayati Raj (MoPR), Government of India has designated KILA as a Centre of Excellence in Decentralized Planning and Local Governance and the Ministry of Housing and Urban Poverty Alleviation (MoHUPA), Government of India, has designated it as a National Resource Centre for Community Participation and Decentralized Planning. The Govt. of Kerala has decided to develop KILA, a deemed university with specialized centers on local governance
