Objective -

With 600,000 govt. schools, Indian education system requires solutions that can cater to the scale. The District Transformation Program aims at enabling the Govt. to transform 1 district at a time, thus impacting 1,50,000 children.

Program Overview -

The District Transformation Program runs on a 5 work stream model i.e. it intervenes in 5 areas that are crucial to improve the learning quality of a district. The 5 DTP work streams are as follows:

1. Enabling teacher development – It is imperative that for any improvement in learning quality, the teachers have to play a key role as it is their principal responsibility to deliver quality education to children. However, to enable the teachers to do so, an effective teacher support mechanism is required. DTP tries to create such a mechanism in the district by improving processes such as training and on-site support to teachers and by capacitating people in the government system to better execute these processes.

2. Ensuring delivery of child services – Besides the classroom transaction between teachers and children, an education system has multiple other processes that affect either the learning quality of the children or teachers’ engagement with children. For example, a delay in the distribution of text books to schools can hamper the learning process of children and too much time spent by a teacher in mid-day meal management lessens his/her interaction time with children. DTP tries to improve such processes to augment learning quality.


3. Developing middle management – The block level officers of a district are required to perform a multitude of activities that range from providing academic inputs to teachers to taking complex administrative decisions. These call for expertise that gets built through proper selection, capacity building and regular performance management. DTP endeavors to instill these processes so that the middle management of a district complements learning quality drive.

4. Developing Senior Management – DTP facilitates the creation of a shared vision among the senior district decision makers. Improving the learning quality of a district is a collective effort that demands co-ordination between institutions like DIET, DoE, SSA and RMSA along with joint planning. DTP engages with the leaders of these institutions at the district level to set long term goals and to monitor those periodically.

5. Improving tech system – Technology plays a huge role in simplifying the learning and administrative processes of the district. It also enables better decision making at each tier of the district. DTP brings technological solutions to improve teaching-learning, academic support and data capturing processes of the district and it provides consolidated reports that helps people at district, block and school level to take more informed actions.
