BHADRACHALAM BAR ASSOCIATION
From its very inception, the Bhadrachalam Bar Association has been in the vanguard of the movement for upholding, maintaining and consolidation of the judicial values in our democratic country, rule of law and independence of Judiciary.
The Bhadrachalam Bar Association was formed long back when the British reign was in India and the members of Barristers, Vakils and Sanads used to represent the matters before the presiding officers of the courts. The agency courts were presided over by the Revenue authorities and they were discharging the judicial functions of to solve the civil and criminal disputes as per the A.P. Agency Rules, 1924 and Old Cr.P.C. 1898 and the laws in vogue.
The system was in force during British reign. After the Independence of India, Governor of the State is vested with the judicial powers. More particularly with regard to Agency areas where civil Courts were not established, The Governor is responsible for the administration of the Scheduled Areas functions through the District Collector who acts as Agent of the Governor so far as the Scheduled Areas in the District concerned. As the Scheduled Areas are under the immediate control of the Agent (District Collector) they are called Agency Areas also.
The Scheduled Areas are determined by an order made by the President under paragraph 6 of the said Fifth Schedule. The President has also power to amend that order from time to time, so as to delete certain areas as Scheduled Areas. As per the territorial and pecuniary jurisdiction and in order to allocate the judicial powers the following powers are vested with the following judicial officers.
1) The Tahsildar is Agency Munciff having its pecuniary jurisdiction of Rs.500/-
2) Sub-Collector is a Special Assistant Agent having jurisdiction up to Rs.5,000/-
3) Above Rs.5,000/- pecuniary jurisdiction District Collector as Agent to the Govt.
4) Sub-Collector is Sub-Divisional Magistrate-cum-Judicial Magistrate of First Class (Criminal Jurisdiction)
5) Tahasildar is 2nd Class Magistrate (with criminal jurisdiction)
6) Regular Sessions Courts are having Original and Appellate Jurisdiction.

Later in the year 1992 the Govt. of Andhra Pradesh established a Mobile Court at Bhadrachalam, having territorial jurisdiction to render justice to the Civil and Criminal litigations in entire Agency area of Khammam District. The said Court is being presided over by the Revenue Divisional Officer.
In the year 2004 the Hon’ble High Court of A.P. has been pleased to direct the State Govt. to establish Criminal Courts in Agency Area, on the Writ Petition filed by Sri P.V.Krishnamachary, Advocate, the then President of Bhadrachalam Bar Association and others. Basing on the directions of the Hon’ble Chief Justice Ganapathi Singh Sanghvi and Hon’ble Justice G. Bhavani Prasad, (11) Eleven Judicial Magistrate of First Class courts including Judicial magistrate of first Class court at Bhadrachalam were established in Agency Area of State of Andhra Pradesh, by extending the new Cr.P.C.1973.
In the year 2006 a permanent judicial Magistrate of First Class Court was established in a private building. Thereafter it was shifted to the R & B Building by allotting the separate land for the construction of permanent court buildings. The High court of Andhra Pradesh was pleased to recommend the state Government for Rs.3.71 Crores for the construction of Permanent Court buildings and the Bhadrachalam Bar Association took up the matter it tooth and nail and is pressurizing the Government to start the construction of permanent court buildings at the JFCM court campus at Bhadrachalam. Now the construction process is going on in full strength.
We are proud to state that many legal luminaries of yester years were members of Bhadrachalam Bar Association and this Bar association is having Legendary criminal and Civil lawyers. Recently in 2012, the Hon’ble Justice of High court of A.P. Shri. K.C.Bhanu , Shri V. Gopal Reddy and Shri Noothi Rama Mohana Rao laid the Inauguration stone for the E-Courts Projects first time in Agency area of India.
At present the Bhadrachalam Bar Association has a membership of around 100 members. Almost 20% of our members are also members of the High Court Bar Association. The present members are guided by the tradition and glory of the past. The cardinal principles of the legal profession that the lawyers should be the guardians of the rights and liberties of the people is the guiding principle of our members.
The legal profession in India has gained in importance and the judiciary is the cynosure of all eyes. To raise the standard of the legal professions and of our members we constantly hold seminars, workshops, coaching classes with a view to uphold the high intellectual and ethical standards of the members so as to help them to carry on the noble tradition of the legal profession successfully. Association is always vigilant in the welfare of the members. Many welfare planning to renovate the existing building without sacrificing its beauty, tradition and heritage. We were able to raise a building fund through the concerted efforts of our members. We have already demolished a portion of the old building and is in the process of renovating the existing building without sacrificing its beauty, tradition and heritage.
The Bhadrachalam is very popular piligrim town as the holy shrine is located at the banks of sacred river Godavari with the world famous presiding Deities Sree Seeta Ramachandra Sawamy varu and Sri Lakshmanaswamy varu. After a great penance made by Maharhsi Bhadra the boon child of Meru and Menaka ( Merudevi ) Lord Vishnu came from Vaikuntham once again in the form of Sri Rama along with Seeta and Lakshmana to fulfill the desire of Bhadra Maharshi and sat on Bhadragiri to bless the Bhaktas at the humble request of Bhadra Maharshi.


The Bhadrachalam is very popular as per traditional history and known for the thik forests and Adivasi area. The judiciary is separated from administration but in agency area the judiciary was not separated so far pertaining to civil justice system. The bar association putting strong efforts to up hold the judicial system in agency area.
